“上有政策、下有对策”之动因与对策研究
【内容摘要】伴随公共行政领域的扩大，公共政策理论与公共行政实践结合愈加紧密，人们开始更
加关注政策的执行。 “上有政策，下有对策”是我国现阶段政策执行过程中一种十分普遍的现象。其产生的根源是中央政府和地方政府之间客观存在的利益冲突，其实施条件是现行的一体化民主有限决策体制。“上有政策，下有对策”，这是在一定的社会背景下发生的。现阶段，我们的法律或政策不可能预计到政策或法律实施后所遇到的各类问题，所以，在某些具体而特殊的情况下，政策或法律对实际情况不能给予很好的解决，这样也就出现了“上有政策，下有对策”。
本文通过对“上有政策、下有对策”这一现象的表现、成因以及对策进行研究分析，认为“上有对策、下有政策”这种现象是要不得的，我们每个人应该行使自身参与公共事务管理的权利，使我们的政策得到更加有效的贯彻和落实、让我们的人民群众能更加切身的感受到党和政府对自己的关心、得到实惠，彻底走出“上有政策，下有对策”的怪圈。
