4 灌区水量供需平析及水质分析 4.1 灌区现状水量供需分析

分析计算灌区水源地多年平均水资源量、灌区水利工程现状供水能力（包括地表水、地下水、过境水）、现状需水量（包括灌溉、工业、生活、生态环境、其他等），并说明富余或短缺结果。

现状灌溉需水量以现状灌溉定额为基础计算。

计算采用的频率为：以淮河和秦岭为分界线，北方灌区一般采用50％，南方及北方水稻灌区一般采用75％。

4.2 项目实施完成后灌区水量供需分析

分析计算项目实施完成后灌区水利工程供水能力（包括地表水、地下水、过境水）、需水量（包括灌溉、工业、生活、生态环境、其他等），并说明富余或短缺结果（原则上不允许出现短缺情况）。

项目实施完成后灌溉需水量以设计灌溉定额（应低于现状灌溉定额）为基础计算。 计算采用的频率同4.1。 4.3 灌溉水质分析

对灌区灌溉用水的水质状况进行检测分析，检测分析结果应符合《农田灌溉水质标准》。

本章的分析结果应填在附表2《农业综合开发中型灌区节水配套改造项目水量供需分析、经济评价、建后管护及管理体制改革成果表》中。

5 项目建设标准及规划设计方案 5.1 项目建设指导思想 5.2 项目建设目标

主要是新增（含恢复）灌溉面积、改善灌溉面积、年增节水能力、年增供水能力、提高渠系水利用系数、提高灌溉保证率等方面的指标。 5.3 项目建设等级标准 根据有关标准规范确定。
