内 容 提 要

失地农民是城市化进程中产生的一个特殊群体，失去其生存的物质基础，生存权受到威胁，政府有责任也有义务为失地农民建立完善的社会保障制度。

论文有四个部分组成：第一部分介绍农民的概念及失地农民的产生，第二部分介绍失地农民的社会保障问题，第三个部分介绍失地农民社会保障问题产生的原因，第四部分介绍了加强和完善我国失地农民社会保障的途径。

论文的创新之处在于以解决现实中失地农民在生活工作中出现的一系列社会保障问题为主线，以相关概念、问题及其后果、解决方案为顺序详细分析了失地农民社会保障问题和解决这些问题的途径。指出这些问题如果得不到及时有效的解决将会出现诸如社会矛盾持续激化、严重影响社会的稳定甚至会阻碍社会的进步和威胁到人们的正常生活，进而得出解决失地农民的社会保障问题迫在眉睫。

Abstract

Landless peasants is a special group in the process of urbanization, loss of the material basis for their survival, survival is threatened, the Government has the responsibility and obligation to establish a sound social security system for peasants.

There are four parts in the paper : the first part introduces the concept of farmers and landless peasants to produce the second part describes the social security problems of the landless peasants, the third section describes the causes of landless peasants and social security issues, the fourth part describes the enhanced and improve the way of social security of China's peasants.

The innovation of the paper is the main line in order to solve the problem of the landless peasants living and working in reality a series of social security and related concepts, problems and consequences, solutions for the order of a detailed analysis of the social security problems of landless peasants and resolve thesethe problem. That these problems are not timely and effective solution to the imminent there will be continued to intensify, seriously affect the social stability and even hinder the progress of society and a threat to people's normal life such as social contradictions, and then come to solve the issue of social security of landless peasants .
