（二）严格执行政策。拆迁人要坚持阳光拆迁，按照“公开、公平、公正”原则，加强拆迁政策宣传，严格执行拆迁补偿安置方案，不得擅自提高或降低拆迁补偿标准。
（三）坚持文明拆迁。拆迁人要切实维护被拆迁人合法利益，深入细致地做好群众工作，及时化解拆迁矛盾。严禁违法违规拆迁。对群众有拆迁改造愿望、大多数住户同意拆迁的区域，可积极探索模拟拆迁方式实施拆迁。
五、强化行政执法
市政府相关部门和五城区政府应严格执行相关法律法规，以人为本，依法解决拆迁纠纷。对经充分协商调解仍无法解决的拆迁纠纷，应及时依法受理行政裁决申请，并在法定期限内作出行政裁决。对市政府依法作出的行政强制拆迁决定，应及时组织实施，依法维护正常的拆迁秩序。
六、其他事项
市房产管理部门根据本意见制定配套文件。

本意见从公布之日起施行。本意见施行前已领取房屋拆迁许可证的，仍按原政策规定执行。
