摘 要
2001年,我国加入WTO后,面对GATS协议中关于旅游服务贸易方面的行为准则,由于我国在这之前缺乏对国际旅游业运行规则的解读和应用,在许多方面形成的国内规范不可避免地与GATS发生了冲突,这将直接导致我国旅游服务贸易无法尽快适应GATS框架,从而降低我国旅游业在国际和国内的地位。
鉴于此,本文通过阐述GATS的三大原则和中国在入世时的承诺,解析我国今后在面临GATS时所必须遵守的准则,接着笔者选取了立法、自由化、国际竞争力这三个极具代表性的方面,对我国旅游服务贸易在这三方面的现状和不足,特别是对其中容易与GATS规则产生冲突的部分作了深入分析和探讨,并以此作为研究GATS对我国旅游服务贸易的影响的依据,最后笔者也给出了相关的对策以应对今后的挑战。

ABSTRACT
After China took part in the WTO in 2001, domestic norms in many fields inevitably clashed with norms of tourist service trade in GATS, because our country was lacked of interpretation and application in those norms of international tourism. All these caused our tourism status reduction both domestically and overseas which was because our tourist service trade could not adapt to GATS in time.
Therefore, this thesis elaborates on the three greatest principles of GATS and the promise made by China for entering WTO, analyzing the regulations that China must obey when meets GATS. Then the author chooses three representatives, including legislation, liberalization, and international competition, to analyze the current status and shortcomings of China’s tourist service trade, especially those easily causes conflicts with the regulations of GATS. Furthermore, the author uses these analyses as the basis of analyzing the influence caused by GATS on our tourist service trade. Finally, the thesis also gives some strategies to meet future’s challenges.
