智能变电站保护信息管理子站 技术规范(范本)使用说明
1. 本技术规范分为通用部分、专用部分。
2. 本技术规范通用部分原则上不需要设备招标人(项目单位)填写,更不允许随意更改。如对其条款内容确实需要改动,项目单位应填写“项目单位通用部分条款变更表”并加盖该网、省公司招投标管理中心公章及辅助说明文件随招标计划一起提交至招标文件审查会。经标书审查同意后,对通用部分的修改形成“项目单位通用部分条款变更表”,放入专用部分,随招标文件同时发出并视为有效。
3. 本技术规范专用部分分为标准技术参数、项目单位需求部分和投标人响应部分。“标准技术参数表”中“标准参数值”栏是标准化参数,不允许项目单位和投标人改动。项目单位对“标准参数值”栏的差异部分,应填写“项目单位技术差异表”,“投标人保证值”栏应由投标人认真逐项填写。项目单位需求部分由项目单位填写,包括招标设备的工程概况和招标设备的使用条件。对扩建工程,可以提出与原工程相适应的一次、二次及土建的接口要求。投标人响应部分由投标人填写“投标人技术参数偏差表”,提供销售业绩、主要部件材料和其他要求提供的资料。
4. 投标人填写“技术参数和性能要求响应表”时,如与招标人要求有差异时,除填写“技术偏差表”外,必要时应提供相应试验报告。
5. 有关污秽、温度、海拔等需要修正的情况由项目单位提出并在专用部分的“项目单位技术差异表”明确表示。
6. 本技术规范的页面、标题等均为统一格式,不得随意更改。

智能终端专用技术规范(范本)
1 总则
1.1 引言
投标人应具有ISO 9001质量保证体系认证证书,宜具有ISO 14001环境管理体系认证证书、宜具有OHSAS 18001职业健康安全管理体系认证证书及年检记录,并具有AAA级资信等级证书,宜具有重合同守信用企业证书并具备良好的财务状况和商业信誉。提供的装置应在国家或电力行业级检验检测机构通过动模试验、电磁兼容及型式试验,必须具备国网机构检验合格证书。
投标人应满足国家电网公司《防止电力生产重大事故的二十五项重点要求》和《国家电网公司十八项电网重大反事故措施(试行)》以及《国家电网公司输变电工程通用设备(2009年版)》及其他相关要求。招标方在专用技术规范中提出的要求投标人也应满足。
中标单位应按买方要求开展相关检修测试。
(注:本批招标设备型式试验、动模试验和DL/T 860的一致性测试报告可在中标后供货前提供。) 1.1.1 投标人须仔细阅读包括本技术规范(技术规范通用和专用部分)在内的招标文件阐述的全部条款。投标人提供的智能变电站继电保护故障信息管理系统子站(以下简称保信子站)应符合招标文件所规定的要求。投标人亦可以推荐性能参数高于本技术规范要求或系统配置方案优于本技术规范要求的类似产品,但必须提供详细的技术偏差。如有必要,也可以在技术投标文件中以“对规范书的意见和同规范书的差异”为标题的专门章节加以详细描述。
1.1.2 本技术规范提出了对保信子站的系统结构、技术参数、性能、试验等方面的技术要求。 1.1.3 本技术规范提出的是最低限度的技术要求,并未对一切技术细节做出规定,也未充分引述有关标准和规范的条文,投标人应提供符合本技术规范引用标准的最新版本标准和本技术规范技术要求的全新产品,如果所引用的标准之间不一致或本技术规范所使用的标准如与投标人所执行的标准不一致时,按要求较高的标准执行。
1.1.4 如果投标人没有以书面形式对本技术规范的条文提出差异,则意味着投标人提供的设备完
全符合本技术规范的要求。如有与本技术规范要求不一致的地方,必须逐项在“技术差异表”中 列出。
1.1.5 本技术规范将作为订货合同的附件,与合同具有同等的法律效力。本技术规范未尽事宜,由合同签约双方在合同谈判时协商确定。
1.1.6 本技术规范中涉及有关商务方面的内容,如与招标文件的商务部分有矛盾时,以商务部分为准。 1.1.7 本技术规范中通用部分各条款如与技术规范专用部分有冲突,以专用部分为准。 1.2 供方职责 供方的工作范围将包括但不限于下列内容。
1.2.1 提供标书内所有设备及设计说明书及制造方面的说明。 1.2.2 提供国家或电力工业检验检测机构出具的型式试验报告,以便确认供货设备能否满足所有的性能要求。
1.2.3 提供设备安装、使用的说明书。
1.2.4 提供试验和检验的标准,包括试验报告和试验数据。
1.2.5 提供图纸,制造和质量保证过程的一览表以及标书规定的其他资料。 1.2.6 提供设备管理和运行所需有关资料。 1.2.7 所提供设备应发运到规定的目的地。
1.2.8 如标准、规范与本技术规范的条文有明显的冲突,则供方应在制造设备前,用书面形式将冲突和解决办法告知需方,并经需方确认后,才能进行设备制造。 1.2.9 现场服务。
