例如，北京生源应届高校毕业生如果2009年创业开公司，对注册资本在50万元（含）以下的，允许以公司成立之日起两年内分期缴足。

京籍大学生创业优惠多

“以往开办一人公司注册资本金须一次性缴足。”市工商局有关负责人介绍，为支持北京生源应届高校毕业生创办投资少、开办费用低的合伙、个人独资企

业及个体工商户，大学生不仅可以用“专利、非专利、股权等非货币资产”出资，注册资本在50万元以下的还可以分两年缴足资本金。此外，如果开办文化经纪、

动漫制作等文化创意产业及技术开发、技术转让、技术服务等科技企业或个体工商户的，可以注册在集中办公区，也可以利用住宅作为经营场所进行登记注册，

其中在居民住宅楼内设立的，应当按照国家工商总局的有关规定予以办理。此外，免收公告费、登记注册费，并开辟绿色通道为其提供便捷服务。

全行业保护老字号名企

据了解，以往对知名商标出现过很多“傍名牌”现象。如“清华、北大”被一些热水器企业注册。北京市工商部门将建立“企业名称主动保护制度”，对老字号企

业、驰名商标企业、本市著名商标企业以及世界500强企业，在全市范围内对其商号予以全行业保护。除此之外的企业及大学、科研院所，也可提出书面申请，

要求工商部门在全市范围内对其商号或名称予以全行业保护。此外，工商部门将在2009年上半年内制定有关“名称转让”规则，企业可以对自己的企业名称进行

有条件转让。

部分企业准入门槛有所放宽

企业或个体工商户提出有关“市场准入”的申请，工商部门将“即时或两小时内”作出准予登记或不予登记的决定。为积极支持中小企业发展，对从事投资管理、

资产管理，且申请登记注册为企业法人的，注册资本金最低限额从原来的1千万元降低至3万元。此外，放宽服务业市场主体准入门槛，凡允许外资经营的，

均允许内资经营；凡法律、行政法规未禁止个体私营等从事的服务行业和项目，均允许其经营。

市工商局公布的30条措施还包括：对全市各类企业免收2008年度企业年检费50元；帮助企业走出困境，对因暂无经营活动而处于调整期的企业，允许

其办理并通过年检；对因生产经营出现困难不能按时缴纳注册资本（金）出资的企业，允许适当延长出资期限至2009年年底；支持具有商标品牌优势的企业

依法以商标质押获得贷款，缓解企业资金短缺困难；逐步实现网上全程办理企业年检；扩大企业融资渠道等。
