《规划》以2001年为基准年，2005年为规划目标期，展望到2010年。
《规划》适用于红河哈尼族彝族自治州所辖的13个县（市）。
二、矿产资源状况和开发利用形势

州域经济以农业、烟草、矿业、机械制造、制药及生物创新等为支柱产业。2001年，全州国内生产总值161.69亿元，占全省的7.78%；地方财政收入12.73亿元，占全省的6.66%；财政支出30.20亿元，占全省的6.08%；经济总量在全省17个地州（市）中位居第4位（仅次于昆明、玉溪、曲靖），在全国30个少数民族自治州中位居第3位。目前，全州工业经济总量已占GDP总量的47%，工业化水平达40%以上。
全州公路通车里程达1.43万公里。昆河高等级公路、滇越米轨铁路贯通全境，无论公路还是铁路，均是省府昆明到东南亚国家运距最短的陆路通道之一，州内三级及县乡公路可通达各个乡镇和大部分行政村。全州火电装机容量70万千瓦，水电装机容量26.83万千瓦，供电容量81万千瓦。

矿业在经济和社会发展中的地位
矿业是红河州的传统支柱产业。红河州以其突出的矿产资源闻名全国，是云南省重要的矿业工业基地。以锡为主的有色金属在全省、全国乃至世界上均占有重要的地位，煤炭、优质锰、金银为主的能源、黑色金属以及贵金属等矿业在全省具有较大的产业优势。个旧市是闻名于世的锡都，其锡产量占全国总产量的60%～65%，以锡为龙头的有色金属矿业，已具有年掘进坑道10万米、采矿1500多万吨、选矿1000万吨、冶炼21万吨的生产能力；开远市是云南省重要的能源基地之一，其火电发电量占云南火力发电量的50％左右。
全州矿业及与矿业有关的压延加工工业产值达60多亿元，占全州工业总产值的80％以上，矿业工业总产值35亿元，占全州工业总产值的45％左右；每年可实现利税5～6亿元，占全州利税总额的30％以上。矿业创造的工业总产值、税收是除烟草产业以外的第二大产业。
矿业经济的发展，带动了能源、化工、建材、冶金、机械制造、交通运输等相关产业的发展，有力地促进了全州各地城市（镇）化
