Recently, the electronic commerce in Russia has been developing rapidly, which is very signi?cant for our country to exploit Russian cross-border e-commerce market. Moreover, our country has carried out “Internet+” strategy since 2015, which is really a good opportunity for developing Sino-Russian Cross-border E-commerce. However, nowadays, there are still some restricted fac- tors. So we need to optimize the policy environment, strengthen talent training and perfect our credit mechanism in order to get great improvement to Sino-Russian cross-border e-commerce with “Internet+” strategy as an opportunity. ?elds, hoping to promote industrial upgrading, and to strengthen economic and trade cooperation with the help of e-commerce. At present, the regional economic development is also gradually adapted to this model. Meanwhile the cross-border e-commercehasplayedanimportantroleinthedevelopmentofSino-Russiantrade. With deepening regional economic and trade cooperation between China and Russia, Russia’s vast potential market provides a good opportunity to promote the development of Chinese cross-border electricity. Especially after putting forward the “Internet+” strategy, our government has provided better setting for Sino-Russian Cross-borderE-commerce.

1 The Brief Introduction About “Internet+” and Cross-Border E-commerce
Since Chinese Prime Minister Mr. Li Keqiang, put forward the new strategy con- cept, “Internet+”, a nationwide wave of “Internet+” has been raised. Driven in this wave, “Internet+” will be the fundamental driving force to promote the innovative development for the economic society in the future.
“Internet+” deeply integrates the innovation of the Internet and various ?elds of economic society, in order to form a wider new range for economic and social development with the internet-based facilities and innovative elements [1]. In the 21st century of information era, there is no doubt that the strategy of “Internet+” providesmotiveforceforrealizingtheinnovativedrivendevelopmentstrategy.The
internet thinking, as a new thought to promote economy-society development, has becomeaveryimportantnewtooltoachieveinnovativedevelopmentintheAgeof Big Data. The innovation point of the “Internet+” strategy is of integrating the internet and traditional typical industry for realizing the spanning development of China’seconomy.PremierLiKeqiangactivelyencouragede-commerceinnovation and development while putting forward “Internet+” national strategy. Meanwhile, hespeci?callyemphasizedcross-bordere-commerce,andpointedoutthat“weneed to encourage import policy, expand the cross-border e-commerce pilot”.
The Cross-border e-commerce mainly refers to a new kind of international business activity in which the buyers and sellers in different countries or areas, communicate and negotiate a deal through the electronic commerce platform relying on the internet technology, and then complete the payment and settlement. At last, the sellers send the goods to foreign buyers through cross-border logistics service provider [2]. The Cross-border Electronic Commerce, a new online inter- national business pattern, has been the important power for innovation-driven development and an important channel for public entrepreneurship and innovation.
2 The Problems in the Development of Sino-Russian Cross-BorderE-commerce
As a new thing, cross-border e-commerce developed relatively quickly. As a new electronic type of cross-border trade, it is full of vitality and has incomparable advantages. However, just as we know, every sward has two blades; there must be some certain problems and choke points in the development.
