长阳榔坪高山无公害反季蔬菜是全省重要的无公害反季蔬菜生产基地，蔬菜生产已成为当地农民脱贫致富的一条重要门路。为进一步扩大无公害反季节蔬菜的生产规模，建立更加完善的蔬菜营销体系，促进当地无公害反季节蔬菜产业化发展，拟建立榔坪无公害反季蔬菜生产加工销售基地。

一、项目建设的背景

榔坪镇位于长阳西部，素有“川鄂咽喉”和“宜昌西大门”之称。全镇幅圆面积 平方公里，农业户数 户，农业人口35.9万人，农业劳动力19.97万个，耕地面积52万亩，自然资源十分丰富，属于典型的立体型气候山区。沪蓉高速、宜万铁路、318国道穿境而过，具有良好的交通运输和通讯条件。拟建项目区覆盖全镇 3个村， 农户，农业人口 人。该片海拔1000~1600m，年均温10~12.5℃，昼夜温差大，为春延后、秋提前的反季蔬菜生产提供了良好的条件。其境内植被保护完好，土质肥沃、深厚，无工业废水、废气污染，病虫害发生少，蔬菜品质细嫩，堪称“无公害蔬菜”、“绿色食品”的生产宝地。同时，该项目也是我县高

1、项目基地所在地具有良好的蔬菜产业发展基础。经过多年的发展，榔坪无公害反季蔬菜基地己成为全省重要的高山反季节无公害蔬菜基地，全镇无公害反季蔬菜种植面积已经达到 万亩，形成了产业化发展必备的基地规模，为储存加工增值、形成完整的高山反季节无公害蔬菜产业链打下了良好的基础。榔坪无公害反季蔬菜销售市场不断拓展，在上海、武汉、重庆等大中城市的蔬菜批发市场占有重要的份额, 在丰富大中城市群众菜蓝子方面发挥了重要作用，已经成为国内知名的高山反季节无公害蔬菜品牌。农民的种菜激情十分高涨，已经积累了丰富的蔬菜种植经验。

2、项目基地所在地具有得天独厚的高山无公害反季蔬菜发展条件。项目基地所在地具有得天独厚的自然资源优势、良好的交通通讯条件、较好的生产技术基础和广阔的市场前景。项目所在地位于在全县海拔在1000—1600米的高山地带，气候条件十分适宜多种高山反季节蔬菜生长。基地远离城市，无工业污染，繁荣的畜牧业为菜农们提供了极为丰富的农家肥，工业无机肥在这里极少施用，良好的纯天然环境，使得在其它蔬菜基地上存在的蔬菜病虫害在这里极少发生。

三、项目建设规划和内容

项目规划建设在榔坪镇，规划建设蔬菜种植基地和加工储存仓库项目。主要建设内容：

1、基地建设。在现有3000亩规模基地的基础上，再新建2000亩规模基地。推行标准化生产，加强农田基础设施建设，包括耕地调形、排湿沟、灌溉渠建设；道路修筑、蓄水塘池、洗菜池建设。

2、蔬菜品种结构调整。为适应市场变化的客观要求，实施优良品种的引进、示范及推广计划，引进适宜当地气候条件的优良蔬菜品种10个，主要是高山白菜、西红柿、辣椒、萝卜等优良品种，建设优良品种试验示范基地20亩。同时，加强生产技
