第一章 总则

第１．０．１条为贯彻“十分珍惜、合理利用土地和切实保护耕地”的基本国策，加强对民用航空运输机场建设用地的科学管理，以适应机场建设的需要，充分提高土地利用率，制定本建设用地指标。

第１．０．２条本指标是编制和审批民用航空运输机场建设工程项目可行性研究报告，确定项目建设用地规模的依据，是编审初步设计文件，核定和审批建设项目用地面积的尺度。

第１．０．３条本指标适用于飞行区等级指标Ⅱ为Ｃ及以上、一条跑道的新建机场工程项目，改建和扩建机场工程项目可参照执行。

第１．０．４条机场建设用地必须贯彻国家有关建设、土地管理的法律、法规及有关规定，正确处理建设用地与农业用地的关系，切实做到科学、合理和节约用地。

第１．０．５条本指标内容包括机场的飞行区，通信导航设施，航站综合区（包括生产辅助设施）、供油工程等，不包括各航空公司和其他企业、事业单位在场内设置的维修基地、机坪、培训和通用航空等业务设施用地，也不包括民航各单位在机场外（市内）的业务工作及生活福利设施的建设用地。

第１．０．６条机场用地应结合工程项目总平面规划、机场周围环境、居民点和环保的实际情况确定机场总的用地面积。

第１．０．７条机场工程项目建设用地，除执行本建设用地指标的规定外，尚应符合国家现行的有关标准和指标的规定。

第二章合理和节约用地的基本规定

第２．０．１条机场工程应根据机场性质、类别、等级和作用等确定经济合理的机场规模和构型，合理确定相应的机场用地规模。

第２．０．２条机场选址应符合土地利用总体规划并与当地城市规划相互协调，尽可能利用荒地、劣地，少占耕地。

第２．０．３条机场建设用地应统筹规划，合理安排。凡分期建设的项目用地原则上应分期征用；本期工程项目建设用地应相对集中；规划用地应标明预留范围，报当地政府主管部门备案保留规划用地权，可暂不征用。

第２．０．４条施工临时用地应尽量安排在永久性征地范围以内。对必要的弃土、取土、

第２．０．５条在对机场总平面规划进行多方案比较时，应同时从技术经济方面论证各方案用地的科学性和合理性。对功能相近的建筑，应尽量联建合建。

第２．０．６条改建、扩建机场工程项目应充分利用机场原有土地，尽可能减少新增土地面积。

第三章飞行区用地指标

第３．０．１条机场飞行区的用地包括升降带及其附属设施、滑行道及目视助航灯光工程地段。

第一节升降带及其附属设施用地指标

第３．１．１条一条跑道的升降带及其附属设施，含跑道、停止道、跑道端安全地区、围场路、围栏（界）等，用地应符合表３．１．１的规定。

第二节平行滑行道增加用地指标

第３．２．１条设有一条平行滑行道的飞行区增加用地面积见表３．２．１。 第３．２．２条设有第二条平行滑行道的飞行区增加用地面积见表３．２．２。
