课程性质:必修课

本课程系行政管理专业学生的学科基础课。本课程在探讨公共与行政的联系与区别、公共管理兴起的时代和理论背景的基础上,凸现了公共管理的管理、责任和市场化内涵;在介绍公共管理的主要框架和理论,明了公共管理内部管理和外部管理要素以及公共政策的一般规律和公共伦理的一般知识情况下,展示了公共管理学主要的理论知识.针对全球化和信息化趋势;本课程还介绍了当代西方国家为应对这两种趋势而做的企业型政府再造和电子化政府塑造中的经验,并对中国的政府再造问题提供了一些学术上较为公认的研究成果。总而言之,作为一门新兴的学科,本课程既要让学生了解本学科的性质,又要了解这门学科的一般知识,更要让学生了解国际国内新的研究成果。
