中 文 摘 要
招投标制度是比较成熟而且科学合理的工程承发包方式，也是保证工程质量、加快工程进度的最佳办法。但由于机制不完善，法制不健全，致使当前的招投标现状仍存在不少不容忽视的问题。例如，招标投标工作中存在的腐败问题等。为了改进和完善现行建设工程招投标工作，提高监理成效，应杜绝“转包”问题，采取新的评标办法，减少串标行为，加大对招标代理机构的培育和发展，促进招标代理行业的有序竞争和发展，进一步完善建设市场，明确建筑市场的服务责任，对于查出的违法违规行为，要做到违法必究，执法必严。按照“公开、公正、公平”和诚实信用的原则，建立起统一、开放、竞争、有序的建筑市场，才能促进建筑市场秩序逐步走向规范化，法制化的轨道，才能不断提高工程招投标工作的质量和水平。

ABSTRACT
Bidding system is a more mature and reasonable engineering contracting mode of science and ensure project quality, the best way to speed up the progress of the project. But because the mechanism is not perfect, inadequate legal system, resulting in the current bidding situation still exist many problems that cannot be ignored. For example, the problem of corruption in the bidding and tendering work. To improved and perfect existing construction engineering enrollment tender work, improve supervision effectiveness, should put an end to \standard approach, reduced series standard behavior, increased on tender agent institutions of cultivation and development, promote tender agent industry of ordered competition and development, further perfect construction market, clear building market of service responsibility, for identified of illegal violations behavior, to do meted out, strictly enforced. In accordance with the \good faith, established a unified, open, competitive, and orderly construction market, to advance the standardization construction market order gradually, track of legalization in order to constantly improve the quality and level of engineering bidding work.
