Managing human capital in an organization requires developing cohesive corporate culture, establish proper managing mechanism and etc. The human resources network model can be associated with multiple network levels. By calculating the turnover rate for each person, we can roughly understand the loss of the chance of company employees, and to take measures to prevent the movement of persons based on this.And the science of team science encompasses an amalgam of conceptual and methodological strategies aimed at understanding and enhancing the outcomes of large-scale collaborative research and training programs. This field has emerged rapidly in recent years.In this paper,we have identified various manpower system costs.Further, we have developed a manpower planning model with the objective of minimizing the manpower system costs. · As to task#1, we set a network model with bold but appropriate assumptions to map the human capital in this company. · As to task#2, we simulate the dynamic process of the churn in ICM and attain the regression function to predict the change of churn rate by using a Bayesian network. · As to task#3, we slightly adjust our model to reckon the budget requirement for ICM in two years. · As to task#4, we apply our model to the given churn rate to predict the performance of the firm. Further, we discuss the cost and indirect effects of high churn rate. · As to task#5, We use the qualified rates to measure the HR health of the organization. . · As to task#6, we summarize the usage of multilayer network and give some suggestions on the application of multilayer network in manpower system.

1. Introduction
The human resources network model can be associated with multiple network
levels. By calculating the turnover rate for each person, we can roughly understand the loss of the chance of company employees, and to take measures to prevent the movement of persons based on this. In this paper a mathematical model has been developed with the objective of minimizing the manpower system costs.The model takes the manpower requirements for future periods(which is determined by the changes that take place in the system) as input and basing on the cost data generates optimal recruitment schedules for the future periods.In this section an attempt has been made to identified the various costs associated with the operation of a manpower system. The relevant costs in a manpower system consists of the following: recruitment cost,understaffing costs,and training cost. · As to task#1, we set a network model with bold but appropriate assumptions to map the human capital in this company. · As to task#2, we simulate the dynamic process of the churn in ICM and attain the regression function to predict the change of churn rate by using a Bayesian network model. · As to task#3, we use the assumptions to reckon the budget requirement for ICM in two years. · As to task#4, we apply our model to the given churn rate to predict the performance of the firm. Further, we discuss the cost and indirect effects of high churn rate. · As to task#5, we analyze the personnel structure in the ICM in the next 10 years and estimate the situation of the organization. · As to task#6, we summarize the usage of multilayer network and give some suggestions on the application of multilayer network in manpower system.
