突 出 问 题
几年来进行山洪灾害防御工作中还存在不少问题和困难。主要体现在以下几个方面：
一、特殊的地理位置，防灾信息传递困难。我村坡度大于30 度的山坡地占总面积55％，山高坡陡，群众居住分散，交通不便，多数组与组间至今尚未通公路，通信闭塞。且大多数公路与通信通电线路均靠近山沟溪河边，每次遇山洪灾害发生，公路被冲毁中断、通信及输电杆线被冲倒毁坏，对信息传递造成相当大的困难。
二、防御工程措施较少、非工程措施薄弱，防御工作难度大。经实地调查，区域内真正能防御山洪灾害的工程措施比较少，在山洪灾害易发区的河堤防洪能力相当差，不能抵御洪水侵袭，同时，没有建筑挡砂坝，排洪渠、跌坝消力池或山塘等水利工程设施，致使每次发生山洪灾害时，只能听天由命，任山洪泛滥成灾。
三、我村部分山洪灾害泥石流沟将农田全毁，房屋冲走，使这里的居民已丧失了基本生存条件，要异地搬迁，工作难度相当大，主要资金需要多。
