制度概述

制度最一般的含义是要求大家共同遵守的办事规程或行动准则。是实现某种功能和特定目标的社会组织乃至整个社会的一系列规范体系。制度的第一含义便是指要求成员共同遵守的、按一定程序办事的规程。汉语中“制”有节制、限制的意思,“度”有尺度、标准的意思。这两个字结合起来,表明制度是节制人们行为的尺度。“制度”是一个宽泛的概念,一般是指在特定社会范围内统一的、调节人与人之间社会关系的一系列习惯、道德、法律(包括宪法和各种具体法规)、戒律、规章(包括政府制定的条例)等的总和。

制度不应该是约束和制约,而是为达成目标而制定的标准和行为规范,是人类的意识形态,更应该是一种观念或价值观。其本质是促使人类自由发展。一个国家、企业、组织、集体、团队,只要有共同的价值观和共同的发展目标,那中间的自由协作会更好的促使事物的发展。

学校管理制度的执行,是学校管理的实践者。他们既有联系又有区分:制度是文件,是命令;执行是落实,是实践;制度是执行的基础,执行是制度的实践,没有制度就没有执行;没有执行,制度也只是一只空壳。所以要想贯彻落实学校管理制度还需全体师生严格遵守制度,认真落实制度。本制度于2018年1月1日起执行。
