船长告知书

尊敬的船长先生：

欢迎贵轮抵达本港口。根据《中华人民共和国出境入境管理法》及相关法律法规，以及国际船舶和港口设施保安规则（ISPS规则），现将有关事项告知如下：

一、出入境边防检查机关将依据中国法律法规及相关规定，公正执法，切实维护安全、便捷的出境入境秩序。对违法行为，出入境边防检查机关将依法处理。

二、请按照出入境边防检查机关要求和程序申报船舶情况，办理入出境检查手续。如船舶载有非法出入境人员和枪支弹药的，应如实申报，严禁瞒报、漏报。

三、未经出入境边防检查机关同意，船舶不得擅自改变出入境时间、地点和航线。入境船舶自入境后至入境检查前，出境船舶自出境检查后至出境前，未经出入境边防检查机关许可，不得上下人员、装卸货物或物品。

四、外国船员及其随行家属登陆港口所在城市的，应向出入境边防检查机关申请办理“临时入境许可”。需到港口所在城市以外地区旅游或换乘交通运输工具出境的，应向公安机关出入境管理部门申办停留证件，经查验准许后方可离船。

五、本船乘员以外的人员因装卸物品、维修作业、参观访问等事由上下船舶，以及船舶之间相互搭靠的，需向出入

境边防检查机关申请取得人员登轮证件和船舶搭靠证件，否则属于违法行为，将受到处罚，请船长协助做好检查管理工作。

六、根据ISPS规则，船舶在港期间应落实船舶保安要求，安排梯口值班，认真识别上下人员身份，详细登记相关信息，加强重点部位安全巡视。船舶离港前，请进行全面安全检查，发现可疑情况立即报告出入境边防检查机关，并配合做好相关处置工作。

Dear Captain,

Welcome to our port. In accordance with the Exit and Entry Administration Law of P.R.C. and the relevant laws and regulations as well as the International Ship and Port Facility Security (ISPS) Code, we would like to draw your attention to the following:

1. The immigration inspection authorities are committed to act on the relevant Chinese laws and regulations impartially to maintain the order of exit and entry control in a highly secure and effective manner, and take enforcement actions against any act in violation of the laws.

2. Please make declarations concerning your ship and go through the exit and entry inspection procedures according to the requirements of the immigration inspection authorities. Should there be any illegal immigrants, firearms or ammunition aboard the ship, you are obliged to make a full declaration. Any false or incomplete declaration is strictly forbidden.
