城乡客运公交一体化建设经验做法

一、强化惠农服务意识，完善农村客运发展规划

近年来，随着农村经济的发展，广大群众对外交流活动的日益增多，对出行条件的要求也越来越高。方便、快捷、舒适、周到的客运服务已经成为广大农民衡量农村旅客运输服务的标志。随着农村公路条件的不断改善，特别是随着公路“村村通”的实现，农民群众对客运班车村村通的呼声越来越高，渴望客车能早日通到家门口，人大代表、政协委员连年提案，要求改善山区、偏远地区群众出行难的现状。但是，由于我县地处山区，地理环境特殊，人员居住分散，虽然政府交通主管部门对农村客运发展工作非常重视，但要实现客运班车“村村通”谈何容易，摆在我们面前的将是重重困难，为此，我们从优化现有班线结构入手，抽调得力人员，成立了“农村客运班线规划工作领导小组”（简称农运办），专门解决客运班车公交化和村村通的问题。

通过对农村路网结构、客运流量流向、群众出行习惯和规律的综合调查分析，我们掌握了第一手的资料。认真详细地制定适合当地实际情况的运力、运量以及班线规模，力求使新规划的客运班线通得了、稳得住、有效益、受欢迎。同时，对距离城区、集镇较近的村，我们则开通了以小型面包车为主的“小公交”，使干线与支线得到了有机的衔接。通过新开通的30余条农村班线，使群众出行方便了，农村经济发展了，交通运管人在群众心目中的地位也提高了。周密的方案和科学的规划，使我县的农村客运市场步入了一个良性的运营轨道。

二、整合客运资源，努力实现客运村村通和城乡公交一体化扎实的基础工作，为实现我县农村客运班车村村通目标奠定了基础。然而，这一目标的实现，有很多意想不到的困难。如：有一些偏远山区，客流少，与其村镇之间距离较远，有个别村孤立深入于湖北、陕西境内，长期处于两省客运的盲点。如果发车会造成车辆空驶率高、油料消耗大等问题，所以车主都不愿意去，一度使这项工作不能往下进行。面对广大群众对解决交通问题的强烈渴望，我们决定由经营县内班线的中州时运**分公司、县交运公司组织吸收一批10座以下社会车辆组成小公交车队，统一车型、统一管理。几个月时间先后加入80多台面

包车，办好了营运手续，每天从所在乡镇车站发往较偏远山村，采取灵活排班的办法，由乡镇客运站负责调度和安全监管，解决了较偏远山区群众出行难问题，同时也杜绝了黑车参运的这一老大难问题，村村通的实现，得到广大农村干部群众的大力支持。他们除了自发组织修路护路外，还为夜住班车司乘人员提供免费食宿，帮助解决许多实际困难。

村村通实现了道路旅客运输点对点的比较优势，但如何把点上的旅客合理疏送到主干线，从而实现干支线公路运输的有机结合呢？为此，我们立足于优化原农村客运班线，大力对农村客运班线实现行公交化运营改造。即由原来从客运站正班正点发车后，客车只在少数客运停靠点停靠的传达传统客运模式，改为每天分不同时段，调整发车密度，不间断发车，把沿途车站、招呼站和旅客习惯的聚集点连接起来，既充分发挥了农村客运场站的优势，又使广大农民群众真正体会到方便、快捷及周到的公交化服务。《1》《2》
