总 说 明

一、随着我国城市建设和基础工业的収展,工程爆破技术得到广泛应用。为适应建设工程市场収展、工程造价管理工作的需要,规范市场行为,合理确定爆破工程造价,制定《爆破工程消耗量定额》(以下简称本定额)。

二、本定额适用于新建、扩建和改建工程中的爆破工程,包括露天爆破、地下爆破、硐室爆破、拆除爆破、水下爆破及特种爆破的各类爆破工程。

三、本定额是按爆破工程量清单的项目特征、工作内容完成规定计量单位爆破工程所需的人工、材料、施工机械台班消耗量的计量标准,是编制工程量综合单价、确定爆破工程造价的依据,是编制招标工程标底和投标报价的基础。

四、本定额突出了爆破工程行业的特点,是按照正常的施工条件,大多数施工企业的现有装备程度,合理的施工工艺,严密的施工安全防护措施和劳动组织为基础编制的,反映了社会平均消耗水平。

五、本定额是依据《民用爆炸物品安全管理条例》、爆破安全规程、国家有关现行产品标准、设计规范、质量评定标准、安全防护规定,以及建设部《全国统一建筑工程基础定额》编制若干统一性规定制定的,幵参考了相关行业、地方标准和有代表性的工程设计、施工资料和其他资料。

六、本定额反映了当前设计、施工中最新技术成果,近几年推广应用的新技术、新工艺、新设备等。
