第一章 总 则
第一条
为确保得益绿色食品集团有限公司生产所需物资供应,严格把好物资、材料购进质量关，防止盲目采购，避免积压浪费，合理使用资金，发挥资金的使用效率，规范采购与付款流程，正确结转材料成本及差异，确保生产成本及利润核算的真实，制定本办法。 第二条
本办法核算的内容为各种材料、修理用备件、工具及低值易耗品等，以下简称材料。为在建工程所需要购入的材料、机器设备等，不适用本办法。 第三条
本办法适用于采购部物资采购及应付款的核算管理。
第二章 管理及核算
第四条 采购计划、合同管理
（一）对物资采购实行归口管理，除规定的具有对外采购职能的物资管理部门及委托代理人（以下简称采购员）外，其他各
部门及人员原则上不得对外采购物资。
（二）采购部计划人员根据当期生产、维修计划及材料消耗计划编制当期物资采购计划，报请分管公司领导审核后并呈董事
长批准，交物资采购人员按计划采购物资。
（三）物资采购（10000元下的零星采购除外）应按照公司《价格管理办法》进行采购价格审核，按照公司《合同管理办法》
的要求，签订物资购销合同。
第五条 购入物资的采购成本组成 （一）买价；
（二）运杂费（包括运输费、装卸费、保险费、包装费、仓储费等，不包括按规定根据运输费的一定比例计算的可抵扣的增
值税额）；
（三）运输途中的合理损耗；
（四）入库前的挑选整理费用（包括挑选整理中发生的工、费支出和必要的损耗，并减去回收的下脚废料价值）； （五）购入物资负担的税金（如关税等）和其他费用。
以上第（一）项应当直接计入各种物资的采购成本，第（二）（三）（四）（五）项，凡能分清的，可以直接计入各种物资的采购成本；不能分清的，应按物资的重量或买价等比例，分摊计入各种物资的采购成本。
第六条 采购借款挂账及报销
（一）采购人员在物资入库验收后，根据采购供货合同、供货单位开具的增值税专用发票及“物资验收单”，填写“采购报
销单”（借款单须填写供货单位名称、账号、开户行、所购物资规格型号、数量、单价、金额）经财务部审核合格后报董事长批准后予以挂账。

（三）购进的各种材料、物资严格按照公司制定的付款政策进行付款，严格控制预付款。对确需预付的材料款由物资采购部
门提出特殊付款申请报告，财务部严格审定供货合同和有关凭证后，经财务主管审核，报请公司总经理批准后，安排资金支付。
（四）采购的各类物资必须取得国家规定的增值税专用发票，对小规模纳税人开具的发票（不实行增值税的行为除外），财
务人员一般不得办理挂账手续。如属生产临时急需，需先征得财务部主管领导同意后方可购买，并在税务机关开具增值税发票，财务人员才能挂账付款。
（五）采购的各类物资取得的防伪税控系统开具的增值税专用发票，会计人员必须自该专用发票开具之日起90日内到税务
机关认证，认证通过的增值税专用发票，应在认证通过的当月挂账并按增值税有关规定核算当期进项税并申报抵扣。
第七条 材料物资的管理
（一）材料物资采购入库后，库房要保持材料、物资的完整性，收入、发出要有凭据，做到日清月结；并按财务部要求，在
每月初前三日前报出库存物资收、发、存增减汇总表，定期进行盘点清查，做到财务账、实物账、实物三相符，如有盈亏应随时报告。
（二）财务部根据采购部库房上报物资台账严格稽核各种原始单据，在确定无差错后进行材料的收入、发出账务处理；每月
末将财务部账务系统中的材料余额与采购部库房台账中月末余额数相核对，确保账实相符。
（三）对材料物资发生盘盈、盘亏、毁损（报废）等情况，应采取相应的处理方式。对盘盈、盘亏物资采购部库房应提出书
面情况说明报财务部；对毁损、报废物资应由采购部牵头，组织质量部、技术部进行技术鉴定，并出具书面鉴定及处理意见，交财务部审核，财务部审核汇总后向公司领导报批，然后根据核准数作账务处理。
第八条 材料成本差异的计算
财务部对材料成本差异的计算要遵循配比原则。应严格以当月发生的材料成本差异为计算依据，其差异率的计算公式为： 材料成本差异率=（期初结存差异余额+本期发生差异额）÷（期初库存材料余额+本期材料入库数）×100%
财务部应按月编制材料成本差异计算表并进行账务处理，且材料成本差异因受成本结算期影响，每半年或全年应对材料成本差异进行汇总清算。
第三章 附 则
第九条 本办法与上级规定相悖时以上级文件规定为准。
第十条 本办法未尽事宜按照上级文件规定和四川得益绿色食品有限公司的财务管理制度执行。 第十一条 本办法解释权属公司财务部，自颁布之日起施行。
