Social Welfare
Public assistance programs, commonly called “welfare”, provide cash or in-kind benefits for particular categories of the financially needy. The U.S. welfare system operates on both the federal and state levels. The federal welfare program is known as Social Security that provides benefits or assistance for childcare, disability, food and medical assistance (also known as medicaid). The state welfare programs, on the other hand, provide assistance to both individuals and local communities with state schooling and social insurance.

1) How has the author chosen to live as a welfare client?
He has chosen to live a life of complete honesty by drumming up some business and drawing cartoons for magazines.

The system so easily lends itself to abuse by the welfare givers as well as by the clients.

2. 1. 2 Understand organization of the text
1) Main idea of the text
John Callahan was a welfare client with spinal cord injuries. Despite the fact that many clients cheated the system for some extra money, he lived a completely honest life by drumming up some business and drawing cartoons for magazines. He felt embarrassed whenever the case worker inspected his house and whenever he had to have his wheelchair repaired. He dreamed of a new system that would not so easily be abused by the welfare givers as well as by the clients so that one day he could earn some of his living without being suspected of cheating.
2) Text structure analysis
Part One (Para.1-3): Since many welfare clients cheat the system for a little more money, those caseworkers has become detectives and feel they are entitled to have clients bow to them as compensation.
Part Two (Para.4-14): This part is about some problems with the present welfare system: welfare caseworkers’ frequent inspection, welfare clients’ difficulties in obtaining help, and so on.
Part Three (Para.15-17): The author gives some suggestions to improve the present welfare system.
