1. Please describe the outline of Port State Control.
(1)the Port State Control is based on the provisions of the applicable conventions. The parties may conduct inspections of foreign ships in their ports. PSCO may inspect the ship, its equipments or its crew whether complying with the requirements of the relevant conventions or the master or crew members whether familiar with essential shipboard procedures relating to the safety of ships or the prevention of pollution. (2)When deficiencies are found in the PSC inspection, actions may be taken:
① Deficiencies must be rectified.
② A more detail inspection may be conducted. When the condition
of the ship, its equipment, or its crew does not correspond substantially with the particulars of the certificates, a more detail inspection maybe conducted by the PSCO. ③ Ship may be detained and not allowed to sail.
If some serious defects were founded, or the deficiencies have posed a threat to the safety of life or the condition of the ship, its equipment, or its crew does not correspond substantially with the applicable conventions, art, if proceed to sea, will present a danger to the ship or persons on board

(3)Pay attention to the validity of crew?s certificates of competency, ship?s registry certificate, etc.
2. Please describe the preparatory work or the daily maintenance work to be done by you before a PSC inspection.
In order to give a good impression to the PSCO, the ship should do preparatory work, and daily maintenance work well.
① Keep the ship?s appearance in the water in good standard. ② Keep the ladders, guardrails, pipe-coverings clean and tidy.
③ Areas of corrosion or pitting should be chipped, scraped and
painted.
④ Keep the condition of its paintwork in good standard. ⑤ Deficiencies and damage should be rectified and repaired.
⑥ Get all relevant certificates and documents ready and ensure
them are valid.
⑦ Master and crew prepare to answer the questions given by the
PSCO.
⑧ Get ready the muster list, fire control plan and damage control
plan for inspection.
⑨ Get ready manuals, instructions, record book, etc, for inspection. 3. Please describe a story of your success in passing through PSC inspection.
The story of my success in passing though PSC inspection is as follows:
The PSCO checked some certificates of my vessel. It includes the crew′s certificates of competency, ship′s registry certificate. All certificates are valid.
The PSCO found some minor deficiencies, for example, magnetic compass adjusting table is overdue. I told the PSCO that I am prepared to apply for its adjustment. It is OK.
Because we have done much preparatory work before hand, so we passed though the PSC inspection very success.
4.Make a comparison between different ports in different states. There some differences in the PSC inspection in different states.
There is little difference in procedure. They are all based on the

procedures for Port State Control, resolution A 787 of IMO. But the assessing risk or targeting factors are different. Some ports emphasizes the safety of the vessel and others emphases environment protection.
The inspection items are different. The charts and publications are inspected seriously in USA; the fire-fighting equipments are the main items of inspection in Europe countries. In port of Holland, the sanitary condition is the main items of the inspection.
5. Describe ISM inspection based on the PSC inspection regime.
(1)The objectives of the ISM Code are to ensure safety at sea, prevention of human injury or loss of life and avoidance of damage to the environment and to property. (2)These objectives are:
A. to provide for safe practices in ship operation and a safe working environment.
B. to establish safeguards against all identified risks, and to continuously improve the safety management skills of personal ashore and aboard including preparing for emergencies related both to safety and environmental protection.
(3)The company should establish procedures for the preparation of plans and instructions, including checklists as appropriate, for key shipboard operations concerning the safety of the ship and the prevention of pollution. The various tasks involved should be defined and assigned to qualified personnel.
(4)The company should establish procedures to ensure that the ship is maintained in conformity with the provisions of the relevant rules and regulations and with any additional requirements which may be established by the company.
(5)The PSC will inspect ISSC.
6. Describe the requirements of the Muster List.
Crewmembers and other personnel onboard must familiarize themselves with the Muster list and Emergency Instructions posted up in the crew?s quarters and other conspicuous places.
The Muster list specifies details of the general emergency alarm signal and also action to be taken by crew and passengers when this alarm is

sounded; specifies how the order to abandon ship shall be given; shows the duties assigned to the different members of the crew in connection with the closing of various doors and mechanisms, the equipping of the lifeboats and buoyant apparatus, the general preparation of any other boats, buoyant apparatus, inflatable life rafts and all other matters, and the extinction of fire; specifies which officers are assigned to ensure that life-saving and fire-fighting appliances are maintained in good conditions and are ready for immediate use; specifies definite signals for calling all members of the crew to their boat and fire stations and shall give full particulars of these signals. The PSCO checks:
Operational effectiveness of the drills for the officers and the crew member in accordance with the muster list; Properly displayed and up-dated;
